Is that a picture of the Clifton Supension bridge in Bristol?
Correct, if you go to the website in the navigation bar on the left look for "Create you own graffiti", there are examples done in Bristol (lots with Suspension bridge, the one I used is my favourite of the lot) and instructions how to make the light graffiti:
